《黑色行动7》继续由Treyarch和Raven Software联合开发[3]。Windows版由Beenox开发[4]，Activision Central Design、Activision Central Technology、动视上海工作室、Demonware、Digital Legends、High Moon Studios、Infinity Ward和Sledgehammer Games协助开发[5]。《黑色行动7》的开发工作与《黑色行动6》同步进行[6]，两部作品同时获得綠燈[1]。首席对白制作人娜塔莉·波霍尔斯基（Natalie Pohorski）认为同步制作让Treyarch和Raven更直接地在《黑色行动6》奠定的基础上，打造《黑色行动7》[7]。游戏初期细节于2023年底陆续公布，《Insider Gaming》称2025年的《使命召唤》作品将会是《決勝時刻：黑色行動II》（2012年）的续作，聚焦于《黑色行动2》主角劳尔·梅内德斯（Raul Menendez）死亡后的故事[8][9]。其他细节于2025年4月由一名据报出席游戏焦点小组内测会议的人士披露，包括故事发生在2035年，剧情模式可多人合作，继续有僵尸模式[10]。

游戏于2025年11月14日在Microsoft Windows、PlayStation 4、PlayStation 5、Xbox One和Xbox Series X/S平台发行[11]。Xbox Game Pass订户同日解锁游戏，包括Xbox Game Pass Ultimate和PC Game Pass两个版本的订户[12]。游戏还上线雲端遊戲平台GeForce Now和Xbox Cloud Gaming[13][14]。游戏的Windows需要玩家设备拥有TPM 2.0模块及开启安全启动模式，动视表示此举尽可能强有力地防止多人模式的外挂行为[15]。
