澳洲東部標準時間2025年8月26日早上，澳大利亞維多利亞州波雷彭卡發生警察槍擊案。維多利亞州警察當時到一處住所執行拘捕令，對象是56歲的德齊·伯德·弗里曼。弗里曼自稱是「主權公民」，警方早已掌握他的背景。他據報在行動期間突然向警員開槍，導致兩名警員尼爾·湯普森及瓦迪姆·德·華特當場身亡，另一名警員則受傷[1][2][3][4]。

槍手被確認為56歲的德齊·伯德·弗里曼（Dezi Bird Freeman），據悉他長期自稱「主權公民」[2][5]，曾在法庭上辱罵警方為「蓋世太保」、「恐怖分子暴徒」、「該死的納粹」以及「腐敗污物」。他更一度試圖以私人檢控方式，控告前維多利亞州州長丹尼爾·安德魯斯犯有叛國罪[6][7]。

2021年，他因參與在米爾特福特法院外舉行的反疫苗及反封鎖示威而被捕。當地居民憶述，在2019冠狀病毒病爆發後，弗里曼舉止愈見反常，不但拒絕在商店戴口罩，亦聲言不會接種疫苗，並經常批評政府的防疫措施和封城政策[2]。

消息指，槍擊發生時，他正與一批人居於一處封閉式營地[7]。他原名戴斯蒙德·克里斯托弗·菲爾比（Desmond Christopher Filby）[7]，後來改姓為「弗里曼」；而「主權公民運動」亦有「自由人運動」之稱[8]。

澳洲東部標準時間2025年8月26日上午約10時半，十名維多利亞州警員前往波雷彭卡附近一處住所。行動小隊由當地警員及性罪行與虐兒調查組成員組成，目的是針對56歲的德齊·伯德·弗里曼執行一項拘捕令。該令與一宗槍械禁令有關，調查涉及弗里曼在過去兩年間涉嫌對一名未滿16歲兒童的性罪行[11][12][13]。

涉事房產被形容為一處「營地式住處」，居住多人。物業並非弗里曼所有，他當時與妻子及兩名子女住在院內的一輛巴士[14][15]。雖然早前有報道指他挾持家人為人質，但警方澄清，其伴侶和子女在事後已現身警署，並強調「沒有證據顯示他們在事件後曾與疑犯在一起」[16]。

警員到場後，首先檢查院內一輛棄置巴士，不料隨即遭到伏擊。疑犯向他們猛烈開火，造成2名警員殉職，另一人下身中槍受傷。傷者由直升機送往阿爾弗雷德醫院，情況穩定並已接受手術[12]。據報槍手隨後獨自逃離現場，並奪走2名殉職警員的配槍[17]。

追捕

超過300名警員、救護人員及維多利亞州緊急服務中心志願者，已被派往波雷彭卡一帶展開大規模搜捕行動[21]。當地屬高山地帶，地形複雜，分布着大量天然山洞及隱蔽處，對搜捕行動造成阻礙。

弗里曼被指擁有豐富的山林求生經驗，當地居民估計，他能在這片山區獨自生存數星期[21]。

澳大利亞聯邦警察及澳洲安全情報組織已加入行動，協助維多利亞州警方追捕疑犯及展開相關調查[21]。

澳洲運輸安全局宣布，搜捕區域上空劃設半徑7.5公里（約4.7英里）的禁飛區，涵蓋無人機，措施將持續至8月31日晚上11時30分或更久[15]。

維多利亞州公園局亦宣佈，布法羅山國家公園因搜捕行動需要即時關閉，直至另行通知。該宗槍擊案正是在布法羅山山腳下發生[22]。

8月28日晚上約8時40分，警方突襲波雷彭卡錢德勒苑一所住宅，拘捕了一名42歲女子及一名15歲少年。兩人接受問話後已獲釋，正候進一步調查。警方確認，此次行動與波雷彭卡槍擊案有關[23][24][25]。在翌日的記者會上，維多利亞州警察總長邁克·布殊證實，被捕女子正是疑犯的妻子瑪麗·弗里曼（Mali Freeman）[26][27]。

殉職警員包括59歲的高級警探長警員尼爾·湯普森（Neal Thompson）及35歲、比利時出生的高級警員瓦迪姆·德·華特（Vadim De Waart）。湯普森服務警隊達38年，本計劃即將退休[28]。由於他過去曾與弗里曼接觸，並建立一定關係，因此被挑選負責執行拘捕令。他是第一個上門敲門的警員，卻在門口遭槍殺[29]。

8月27日晚上，維多利亞州多處地標建築亮起藍色燈光，向兩名殉職警員致敬[35]。澳大利亞國會於8月28日舉行默哀儀式，維州政府大樓同日下半旗誌哀[36]。在旺加拉塔警署外，市民亦留下鮮花悼念[36][37]。
