事前，包括西維珍尼亞州國民警衛隊在內的部隊，奉總統特朗普2025年8月的命令，被派往華盛頓執行更大規模國內軍事動員行動。他們在白宮西北方約兩個街區的法拉格特廣場附近巡邏，隸屬於市中心的安全部署[9][10]。這項調動一直惹來爭議[11]，並於事發前一週被聯邦法院裁定違法[12]。不過裁決暫緩至12月11日才生效，以待政府提出上訴[13]。
