Shanghai Pudong Int'l Airport Cargo Terminal Co., Ltd.[1], known as PACTL, established in 1999,is a Sino-German joint venture[2] and a dedicated air cargo terminal operator.The company focuses on enhancing its cargo collection capabilities from its hinterland regions. With a strategic presence in the Yangtze River Delta, it operates forward cargo facilities in Suzhou and off-airport cargo stations in Kunshan. PACTL has also introduced innovative service models including inter-airport trucking, ramp transfer, fast transfer, and integrated export customs clearance.[3]

[编辑]Founded in 1999, PACTL successfully combines the expertise of the three shareholders — SAA Logistics Development Co., Ltd. (51%), Lufthansa Cargo AG (29%) and JHJ Logistics Management Co., Ltd. (20%) — to deliver cargo services.[1][2]PACTL operates four terminals across two major airports in Shanghai, offering more than 210,000㎡ of storage space and a truck service network.[2]
Milestones

- 2002：Launched import Road Feeder Service[4]
- 2009[5]：PACTL WEST was officially put into operation[3][4]
- 2016：PACTL Cool Center was put into operation; PACTL Nantong Xingdong Airport Cargo Terminal Co., Ltd. [6]was established[4]
- 2017：Launched Easy Cargo system[4]
- 2020：Cross Border E-commerce Cargo Handling Center was officially put into operation[4]
- 2022：PACTL took over Hongqiao Cargo Terminal, expanding operations to both Shanghai Pudong (PVG) and Hongqiao (SHA) airports[4]
