SPQR（拉丁語：Senātus Populusque Rōmānus），意即“罗马元老院与人民”，是古羅馬政府的正式名稱。此名或其缩写形式被紋飾在羅馬軍團的鹰旗上以及古罗马很多公共建筑之上。时至今日，当今罗马市的市徽、市政设施上，以及公用建筑物上都可以找到「SPQR」这个缩写词。

对于「SPQR」这个词的完整写法，有几种不同的说法。其中senatus（元老院）、 populus（人民）、-que（和）一般无争议，其差异主要集中在这个“R”代表什么意思，最常见是Romanus（形容词）和Romæ（名词“Rōma”的属格形式，相当于英语 of Roma）。在图拉真紀念柱和提图斯拱门上的版本都是“Senatus Populusque Romanus”。

在拉丁语中，“Senātus” （元老院）是一个主格单数名词。“Populusque” 由主格名词 Populus（人民）和 -que 复合而成，-que 是“和”的附著語素，它连接了“元老院”、“人民”两个主格名词。最后一个词，Rōmānus（罗马）修饰了整个“Senātus Populusque”，整体即“罗马元老院与人民”。
