美国驻香港及澳门总领事为美国驻香港及澳门总领事馆的馆长，负责美国政府在香港特别行政区和澳门特别行政区的一切事务。[1][2]根据香港基本法第13-14条说明，中华人民共和国主理香港的外交事务，各国驻港领事官员亦向该国驻中国大使负责，然而美国驻港澳总领馆直属美国国务院，而非美国驻华大使馆。
